"Is the drought really over and what's up with those rates?"

BIO

Frank Mellon was elected to the EBMUD Board in 1994 to represent Ward 7, which includes the areas of Castro Valley, communities of Cherryland and Fairview; portions of San Leandro and Hayward in Alameda County, and a portion of San Ramon in Contra Costa County. He was re-elected in 1998, 2002, 2006, 2010 and appointed in 2014.  EBMUD serves over 1.4 million people in the East Bay.

 

Director Mellon is Immediate Past President of the Board of Directors, and also served as president from 2003-2004. He previously served as vice-president of the Board from 2000-2002. As an EBMUD Board member, he serves on the EBMUD Retirement Board, as a board member on the DSRSD/ EBMUD Recycled Water Authority (DERWA) and on the Special Districts Association of Alameda County.  His most recent Presidency was during our difficult drought.  He successfully piloted the Board and EBMUD through very difficult times.

 

Mellon has a long history of community involvement. He is a former Scoutmaster, a former Cubmaster, and has been District Chair for the Tres Ranchos District of the San Francisco Bay Area Council as well as a Unit Commissioner. He is a volunteer director of a nonprofit foundation that provides funding to nonprofit groups that provide services to seniors and is an experienced management trustee on Labor-Management Trust funds. 

 

Currently, he is a Human Resources and Labor Relations consultant to the public and private sectors. He has provided management training on high-quality employee relations and AB 1825 Sexual Harassment Training for managers. Frank has also taught classes on Employment Law, Safety Law and on Leave of Absences Laws.

 

A Navy veteran, Mellon graduated from the University of Hawaii with a Bachelor of Arts in Management and from St. Mary's College in Moraga with a MBA. His children are products of the Castro Valley public school system.
